Organic is the new organic swag. It used to be on the packaging of ethically sourced apples, traditionally grown zucchini, and locally shorn sheep&#8217;s wool. For several years now, it now has adorned industrial wood pellets sourced, for instance ( more about this below), from rainforests in Malaysia.<\/strong><\/p>\n\n\n\n<p><strong>In recent weeks, just before the summer holidays, several important and politically relevant events have taken place surrounding certain &#8220;organic&#8221; streams (biofuel, biomass, BECCS, and deforestation for energy). The Clean Air Committee (Comit\u00e9 Schone Lucht) was involved in international research, political developments, and media coverage. Below you find a brief overview:<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1 Victory for Nature<\/strong><br><em><strong>DUTCH Climate Plan and therefore Biomass &amp; BECCS &#8211; Declared Controversial<\/strong><\/em><\/h3>\n\n\n\n<p>Thanks to a direct appeal from the Clean Air Committee to the Ministry of Agriculture, Nature and Food Quality (KGG) \u2013 supported by scientists, NGOs, and citizens \u2013 both the climate plan and the roadmap for negative emissions (including biomass and BECCS) have been declared controversial by the current caretaker (ultra right) cabinet, that recently resigned. This means that\u00a0<em>the BECCS plans will not be considered further for the time being.<\/em><\/p>\n\n\n\n<p><mark style=\"background-color:#fcb900\" class=\"has-inline-color\">A significant victory that demonstrates: protest and public pressure works.<\/mark><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1000\" height=\"827\" src=\"https:\/\/comiteschonelucht.nl\/wp-content\/uploads\/2025\/07\/Screenshot-2025-07-15-at-17.02.55.png\" alt=\"\" class=\"wp-image-12387\" style=\"width:374px;height:auto\" srcset=\"https:\/\/comiteschonelucht.nl\/wp-content\/uploads\/2025\/07\/Screenshot-2025-07-15-at-17.02.55.png 1000w, https:\/\/comiteschonelucht.nl\/wp-content\/uploads\/2025\/07\/Screenshot-2025-07-15-at-17.02.55-768x635.png 768w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"has-text-align-center\">\ud83c\udfa5\u00a0<a href=\"https:\/\/www.linkedin.com\/posts\/dr-fenna-swart_democratie-controversieel-biomassa-activity-7341477278595366912-oSsy\/?utm_source=share&amp;utm_medium=member_desktop&amp;rcm=ACoAAAMPqacBcoKLOq_57lCChOc2FZCTUD4bPTo\" target=\"_blank\" rel=\"noreferrer noopener\">Watch the short video with the decisive vote here<\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2 Political Update<\/strong><br><em><strong>Motion Christian Democrats Abolishes Additional CO\u2082 Tax on Industry Disastrous for Biodiversity!<\/strong><\/em><\/h3>\n\n\n\n<p>Instead of increasing transparency and tightening climate and nature policy, Henri Bontenbal (CDA) submitted a motion calling for the abolition of the additional CO\u2082 tax on industry. This additional CO2 tax was intended to discourage fossil fuels. However, the Bontenbal motion turns the clock back significantly, which is beneficial for industry, but devastating for nature.<\/p>\n\n\n\n<p>\ud83d\udc49 The motion of the Christian democrats (party of Wopke Hoekstra) was a.o. adopted with support from the conservative liberals (VVD), ultra right (PVV), and the farmer party BBB.<\/p>\n\n\n\n<p><strong>\ud83d\udd0d Consequences of this motion:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Financial advantage for power plants that also burn biomass compared to truly sustainable and nature-building (rather than nature-degrading) alternatives such as energy conservation or residual heat.<\/em><\/li>\n\n\n\n<li><em>Negative incentive for forest protection: burning wood remains economically attractive, despite CO\u2082 emissions and ecological damage.<\/em><\/li>\n\n\n\n<li><em>Erosion of climate policy: the incentive to reduce emissions is weakened, while biomass is now being labeled a &#8220;false solution&#8221; by many scientists.<\/em><\/li>\n<\/ul>\n\n\n\n<p><mark style=\"background-color:#fcb900\" class=\"has-inline-color\">\ud83c\udf31 The Clean Air Committee calls it\u00a0<em>&#8220;a dangerous signal that the polluter is being spared once again \u2013 at the expense of nature, air quality, and credible politics.&#8221;<\/em><\/mark><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3 Adopted Motion Against BECCS<\/strong><br><em><strong>Following new research by the Clean Air Committee: Stop wood imports for biomass and BECCS<\/strong><\/em><\/h3>\n\n\n\n<p>Based on Biofuelwatch and the Clean Air Committee&#8217;s revelations about the origins of wood from Malaysia, among other countries, Member of Parliament Christine Teunissen (Party for the Animals) submitted a motion. The adopted motion calls on the government to:<\/p>\n\n\n\n<p><em><strong>&#8220;Stop the import of wood for biomass and BECCS as long as the origin, sustainability, and enforcement are not guaranteed.&#8221;<\/strong><\/em><\/p>\n\n\n\n<p>\ud83d\udce3 The motion is directly inspired by the recent research findings by the Clean Air Committee and Biofuelwatch regarding &#8220;illegal wood&#8221; in the case of illegal wood imports from Malaysia for Dutch RWE biomass power plants and the enforcement request they subsequently submitted to the Netherlands Ea (NEa). The lack of transparency at companies like RWE and the thus far inadequate oversight play a major role in this.<\/p>\n\n\n\n<p><strong>Political significance:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>The motion marks a shift towards source-based measures: stopping imports instead of correcting them afterward.<\/em><\/li>\n\n\n\n<li><em>It draws a direct link between climate policy, international deforestation, and inadequate oversight in the Netherlands.<\/em><\/li>\n\n\n\n<li><em>This is one of the first motions to explicitly include BECCS in the call for an import ban.<\/em><\/li>\n<\/ul>\n\n\n\n<p><mark style=\"background-color:#fcb900\" class=\"has-inline-color\">\ud83c\udf31 The Clean Air Committee is urging political parties to explicitly follow this motion in their election manifestos being drafted this summer.<\/mark><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4 Disclosure of New Research (Clean Air Committee &amp; Biofuelwatch)<\/strong><br><em><strong>Illegal Malaysian wood in Dutch biomass power plants<\/strong><\/em><\/h3>\n\n\n\n<p>Despite months of requests from journalists, members of parliament, and civil society organizations, energy company RWE consistently refuses to provide insight into the origin, volumes, and certification of the wood pellets the company burns in its Dutch biomass power plants.<\/p>\n\n\n\n<p>Partly for this reason, the Clean Air Committee and Biofuelwatch conducted extensive research into the origin of the wood pellets RWE uses. The results are truly shocking: illegally harvested tropical wood from Malaysia is still ending up in Dutch biomass power plants via a detour.<\/p>\n\n\n\n<p><strong>The Clean Air Committee plays a central role in this:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Repeatedly submitted Freedom of Information Act (Wob)\/Woo requests for data disclosure<\/em>.<\/li>\n\n\n\n<li><em>Published, together with Biofuelwatch, a revealing report on illegal logging in Malaysia with a direct link to RWE&#8217;s wood pellet suppliers<\/em>.<\/li>\n\n\n\n<li><a href=\"https:\/\/comiteschonelucht.nl\/handhavingsverzoek-van-comite-schone-lucht-biofuelwatch-mbt-rwe\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Submitted an enforcement request to NEa<\/em><\/a><em>\u00a0with a request for intervention due to suspected violations.<\/em><\/li>\n<\/ul>\n\n\n\n<p>RWE&#8217;s response: a complete refusal to provide transparency, even regarding basic information such as countries of origin or volumes.<\/p>\n\n\n\n<p>\ud83d\udcf0 Due to pressure from the Clean Air Committee, critical articles on this topic appeared in:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>NRC \u2013\u00a0<a href=\"https:\/\/comiteschonelucht.nl\/en\/nature-organizations-demand-action-from-regulator-against-energy-company-rwe-due-to-alleged-import-of-wrong-wood\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>&#8220;RWE refuses to provide insight into the origins of wood pellets&#8221;<\/em><\/a><\/li>\n\n\n\n<li>de Volkskrant \u2013\u00a0<a href=\"https:\/\/comiteschonelucht.nl\/en\/supervisor-to-scrutinize-rwes-wrong-biomass\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>&#8220;Illegal Malaysian wood in Dutch power plants?&#8221;<\/em><\/a><\/li>\n\n\n\n<li>De Telegraaf \u2013\u00a0<a href=\"https:\/\/comiteschonelucht.nl\/en\/investigation-into-certificates-of-malaysian-wood-pellets-for-rwe-power-plant-after-complaint-from-environmental-groups\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>&#8220;RWE silent on logging for biomass&#8221;<\/em><\/a><\/li>\n<\/ul>\n\n\n\n<p><mark style=\"background-color:#fcb900\" class=\"has-inline-color\">\ud83c\udf31 RWE&#8217;s refusal not only undermines support for biomass, but also the credibility of Dutch climate policy, which is based on unverifiable claims about &#8220;sustainable&#8221; wood combustion. The Clean Air Committee continues to push for public supply chain information, enforcement by the Netherlands Environmental Assessment Agency (NEa), and an immediate ban on the import of felled forests from abroad for biomass.<\/mark><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>5 Weakening of European Deforestation Law is a cause for concern<\/strong><\/h3>\n\n\n\n<p>A painful development is the watering down of the European Deforestation Regulation. Instead of strong measures to stop forest destruction, a back door seems to remain open for biomass.\u00a0<a href=\"https:\/\/www.euractiv.com\/section\/agriculture-food\/news\/eu-to-blacklist-just-four-countries-under-deforestation-law\/\" target=\"_blank\" rel=\"noreferrer noopener\">Together with our European allies<\/a>, we will continue to oppose this through actions, discussions, research, and alternative solutions.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>6 RWE receives no compensation but remains a closed book<\/strong><\/h3>\n\n\n\n<p>The verdict in the case of RWE against the Dutch State was clear:\u00a0<a href=\"https:\/\/www.rtvnoord.nl\/economie\/1316518\/geen-schadevergoeding-voor-rwe-voor-sluiting-eemshavencentrale\" target=\"_blank\" rel=\"noreferrer noopener\">no compensation<\/a>\u00a0for the closure of the coal-fired power plants. A fair outcome. But RWE continues to refuse to be open about its biomass practices \u2013 a sign of weakness that underscores the need for strict oversight.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Finally,\u00a0<\/strong><em><strong>Omission or Play?<\/strong><\/em><\/h3>\n\n\n\n<p>The tangle of agencies and vague responsibilities surrounding the oversight of biomass trading is worrying. Who actually monitors whom \u2013 and how? Thanks to the investigation and continued pressure, we will hopefully finally see more clarity. The NEa has announced it will examine Malaysian imports to the Netherlands. We will keep you informed.<\/p>\n\n\n\n<p><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">\u2764\ufe0f Support our fight for forests and biodiversity \ud83c\udf40<\/mark><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">&#8220;We are seeing systematic greenwashing by an energy sector that continues to present itself as sustainable, while destroying forests, emitting CO\u2082, and evading public scrutiny. RWE, the largest biomass power plant in the Netherlands, refuses to be transparent. The only inspection body, the Netherlands Emissions Authority (NEa), stands at a distance and remains silent for the time being.
